    Whereas a Commission of Bankrupt Is awarded and issued forth against George Herbst Howes, of No. 16, City-Road, in the County of Middlesex, Linen-Draper, Dealer and Chapman, and, he being declared a bankrupt is hereby required to surrender himself to the Commissioners in the said commission named, or the major part of them, on the 14th day of March instant, at Ten in the Forenoon, on the 21st of the same month, at Eleven o'clock in the Forenoon, and on the 15th day of April next, at Ten of the Clock in the Forenoon, at the Court of Commissioners of Bankrupts, in Basinghall-Street, in The City of London, and make a full Discovery and Disclosure of his Estate and Effects; when and Where the Creditors are to come prepared to prove their Debts, and at the Second Sitting to chuse Assignees, and at the Last Sitting the said Bankrupt is required to finish his Examination, and the Creditors are to assent to or dissent from the allowance of his Certificate.     Proceedings of the Old Bailey:
    983. THOMAS JONES was indicted for stealing, on the 24th of April , 21 yards of printed cotton, value 15s. , the goods of George Herbst Howes .
    GEORGE HERBST HOWES. I am a linen-draper , and live in the City-road . About ten o'clock on the 24th of April this printed cotton hung in the lobby of my shop - I did not miss it till the officer came. I went to Worship-street next morning, where I saw it, and swore to my shop mark on it.
    Prisoner. Q. Has not every shop in London the same mark? A. No, I suppose not; but I can swear to the writing.
    ROBERT TERRY . On the 24th of April I saw the prisoner, in company with two other persons, walking by Mr. Howes' door - his companion went to the door, and took hold of the print; the prisoner took it, and put it into his apron. I went and took him with it.
    Prisoner. Q. Did you make any alarm? A. No. I went and took you as you were going to Finsbury-market, about three minutes walk from the place; the other two went away in different directions - if I had made an alarm the prisoner might have escaped.
    GUILTY . Aged 22.

    protection from process having been given to the said George Herbst Howes, under, the provisions of the Statutes in that case made and provided, the said George Herbst Howes is hereby required to appear in Court
    before Joshua Evans, Esq. the Commissioner acting in the matter of the said Petition, on the 12th day of May
    instant, at eleven o'clock in the forenoon precisely, at the Court of Bankruptcy-, Basinghall-street, in the city of London, for his first examination touching his debts,

Bequeaths to John Watts Howes 22, Saville Street, St Helier, to William George Howes 20, Old St John's Road, St Helier, to Sarah Howes twenty shares in the Jersey Waterworks Company Ltd, to Mary Howes fifteen shares in in the Jersey Waterworks Company, to William George Howes 15 shares in the Jersey Waterworks Company.

    Stephen Giles notes:
    The Jersey waterworks company had been set up a few years earlier and dug its first well at Vicart Mills on 29th September 1869. This was the location of George Herbst Howes and family in 1851. However, his investment clearly did not lead to wealth for his family who inherited the shares, as following a series of dry summers the company went bankrupt in 1874. At the time there was no piped water in Jersey and no sewerage. There had been an outbreak of cholera in 1867 as a result of poor sanitation.

    Last Will and testament reads:
    This is the last will and testament of me, John Howes, of Northchurch in the county of Hertford, gentleman, .... all my debts, financial and testamentary expenses to be paid out of my personal estate. I give and devise to my dear wife, Sarah, my freehold messuage or dwelling house in which I reside, with the garden, orchard, outbuildings and appurtanences thereto belonging at Northchurch aforesaid and also all my land and orchard opposite held f the Manor of the Duchy of Cornwall both ..... and .... for the natural life of my said dear wife for her own use and benefit and after her decease I give and devise the messuage lands garden, orchard and all appurtenances thereto belonging to my two daughters, Margaret and Petronella Howes share and share alike for their own use and benefit and in case one of my two daughters shall die before my dear wife, then I give and devise the estate aforesaid to the survivor and in case both my daughters shall died before my dera wife, then I give and devise the estate aforesaid to my son George Herbst Howes and his heirs for ever and my will further is that if my dear wife shall not find it convenient to occupy the said dwelling house I hereby give te power to her to lett or sell the estate aforesaid with the consent of my two daughters in writing first obtained and the proceeds of the same to be laid out in Government securities, my wife to receive the same for her natural like and after her decease to be disposed on the the same manner as the estate. Also I give and bequeath to my dear wife all my household furniture and plate bed? linnen ......... pictures, wines, liquors and ready money in my house at the time of my decease for her ownuse and benefit. I lso give my dear wife the sum of one hundred pounds per annum in the long annuities part of a larger sum now standing in my name in the books of the Bank of England for her own use and benefit.     In the Name of God Amen. I William Howes of Tring in the county of Hertford Esquire being of sound and disputing mind and memory do make and publish this my last will and testament as follows.     p 58 bank annuities part of a larger sum now standing in my name upon trust to lay out and invest in their ...names the dividends and interest thereof in some of the public funds or government securities to accumulate for the benefit of my grandchildren Thomas Cook, Margaret Cook, Sophia Cook and Charlotte Cook and my grandchildren Elizabeth Herbst, Martha Herbst, Margaret Herbst, Jane Herbst and Georgina Herbst equally share and share alike until they shall respectively be intitled to their respective shares of the principal fund and securities in which the dividends of the two hundred and twenty pounds four per cent bank annuities shall be vested as hereinafter is mentioned and my will is that my said trustees shall stand possessed of the said two hundred and twenty pounds four per cent bank annuities and the funds and securities in which the dividends and interest thereof shall from time to time be invested in trust and for the benefit of all every my said grandchildren the before named children of my said daughters Elizabeth Cook and Martha Herbst equally to be divided between and among them share and share alike the share of my grandson to be transferred on his attaining his age of twenty one years and the shares of my granddaughters to be transferred to them respectively on their attaining their respective ages of twenty one years or on the days of their respective marriages which shall die before their shares of and in the said trust funds and securities last mentioned shall become transferable then my will is that the share or shares of him her or them so dying? Of and in the same shall go and be transferred to the survivor of them at the same time as his her or their original share or shares is hereby made transferable. Also I give to my said daughter Elizabeth Cook the sum of twenty pounds to be paid her by my said executor immediately after my decease for mourning whose receipt alone without her husbands joining therein shall be a sufficient discharge to my executor for the same. Also I give to the said John Mulford the diamond ring I usually wear and to the said Gilbert Burn a ring of the value of five guineas. Also to the maidservant who shall have lived with me a twelvemonth at the time of my decease five pounds for mourning and I give to the Reverend Mr Williamson a ring of the value of one guinea and as to the rest and residue of my estate and effects whatsoever and wheresoever I give devise and bequeath the same unto my said son John Howes his heirs executors and administrators according to my Right and ... therein and I do hereby declare my will and mind to be that it shall and may be lawful to and for my said trustees and the survivor of them or
    p 59 any succeeding trustee or trustees to be appointed by virtue of the power herein after for that purpose given from time to time and at any time or times hereafter at their or his discretion to advance and pay to any one or more of my said grandchildren or to any person or persons to be by them any or either of them appointed for that purposes all or any part of his her or their portion or share of the monies herein before given to or appointed for them respectively before he she or they shall attain the age of twenty one years for his her or their preferment or advancement in the world and in such case no benefit of survivorship shall around from the death of such party so advanced or preferred before the age of twenty one so as that nothing in this clause contained shall be construed to compel my said trustees or trustee for the time being to make such payment or advancement against his own opinion and consent and further it is my will that my said trustees and the survivor of them and any succeeding trustee or trustees shall and may deduct and retain to themselves and himself respectively all such costs charges damages and expenses whatsoever which they or any or either of them shall pay sustain or be put onto in the execution or by reason or means of the trusts hereby in them reposes and that they and the survivor of them or any succeeding trustee the executors or administrators of them or any or them shall not nor shall any or either of them be answerable or accountable for any money which shall be received or come to the hand of them or any of them by virtue of or under the trusts hereby to them reposed otherwise than each person for what he shall respectively actually receive and not the one for the other of them or for ... receipts or defaults of the other of them but each and every of them for his own arts receipts and defaults only... for any involuntary loss that may happen by reason of the deficiency of any fund of security in which the said trust monies or any of them or any part thereof one or may be invested or for any other involuntary... whatsoever and in case my said trustees or either of them shall die or refuse to act in or desire to be discharged from the trusts hereby reposed in ...any time before all the said trusts shall be fully performed then it it my will that it shall and may be lawfully and I so hereby authorize and desire my said daughters Elizabeth Cook and Martha Herbst and the survivor of them and such other person or persons who shall be in the premises after the death of the survivor of them to nominate and appoint some other fit and proper person or persons to be a trustee or trustees of the premises in the room or place of the trustee or trustees so dying refusing to act or desiring

    This is a codicil to the will of me the within named William Howes and to be taken and considered part thereof. I give devise and bequeath all that my freehold messuage or tenement and those of meadow and pasture and all those my estate situated at Aston Clinton and elsewhere in the county of Bucks with the appurtenances which I have purchased since the execution of my will within written into? And to the sue of the within named John Mulford and Gilbert Burn and their heirs upon the trust hereinafter mentioned that is to say upon trust to pay to or permit and suffer my son
    P 61 John Howes and his assigns during the term of his natural life to receive the rents issues and profits thereof to and for his and their own use and benefit and from and immediately after his decease in trust for all and every the child and children of my said son lawfully begotten if more than one to be equally divded among them share and share alike as tenants in common and their respective heirs and assigns and in case there shall be but one such child of my said whether son or daughter then in trust for such only child his or her heirs or assigns for ever and in case my said son shall happen to die without leaving any such child or children then my will is that my said trustees and the survivor of them and the heirs and assigns of such survivor of them shall stand seized of the said messuage or tenement close and premises with the appurtenances upon trust immediately after such decease of my said son without issue as aforesaid to pay the rents issues and profits thereof into the proper hands of my daughter Martha Herbst within named for and during the term of her natural life or to such person or persons and for such uses and purposes as she my said daughter shall from time to time notwithstanding the couverture and whether she shall be sole or married by writing under the hand direct or appoint to the intent that the same may not be at the disposal of or subject or liable to the control debts or engagements of her present or any future husband she may hereafter marry but at her own sole and separate disposal and I do hereby declare that the receipt and receipts of my said daughter or of such person as she shall from time to time appoint to receive the same shall be a good and sufficient discharge or discharges to my said trustees for the same or for so much thereof for which such receipt or receipts shall be given and in case my said daughter shall at her death leave any issue of her body lawfully begotten then my will is that my said trustees shall from and immediately after her death stand seized of the said messuage or tenement close and premises with the appurtenances in trust for all and every such issue of my said daughter so be equally divided between them if more than one share and share alike and their several and respective heirs and assigns and in case there shall be but one such child of my said daughter then in trust for such only child whether son or daughter his or her heirs and assigns and in case my said daughter shall die without leaving any issue then my will is that my said trustees shall stand seized of the said messuage of tenement close and premises with the appurtenances in trust for my own right heirs for ever and I do hereby ratify and confirm

    This will was proved at London with a codicil this fourth day of December in the year of our Lord one thousand seven hundred and eighty eight {1788}before the worshipful William Mattine doctor of laws surrogate of the knight worshipful Sir William Wynne Knight Doctor of Laws..... or Commisary of the prerogative court of Canterbury lawfully constituted by the oath of John Howes the son of the deceased and sole executor named in the said will to whom administration of all and singular the goods chattels and credits of the said deceased was granted he having first sworn duly to deliver.

    To the K I N G's Most Excellent Majesty.
    Most Gracious Sovereign,
    FROM the warmest Sense of Duty to your Majesty, and Love of our Country ; we, your Majesty's loyal Subjects, Liverymen of the City of London, whose Names are hereunto subscribed, with the Freedom we ever mean to assert as Englishmen, and with that Deference which we owe, as good Subjects, to your Majesty, presume to approach your Royal Presence, and to entreat your Attention to the genuine Sentiments of a loyal and dutiful People. It is with the deepest Concern we observe, That
    our Fellow-Subjects, in your Majesty's American Colonies, are now in open Rebellion : A malignant Spirit
    of Resistance to Law and Government has gone forth amongst them, which we firmly believe has been excited and encouraged by selfish Men, who hope to derive
    private Emolument from Publick Calamities ; from the Counsels, the Persuasions, the Influence of such Men, God protect your Majesty : The Interest, the Honor, the Sovereignty of your Kingdom of Great Britain, are now at Stake. As the Guardian of these, we trust you will ever assert and preserve them. In this great Work be assured, Sire, that under your Majesty's Direction we will, with the greatest Chearfulness, exert ourselves to the utmost of our Abilities in Support of those Laws which are our Protection, and of that Government which is our Blessing.
    Whilst we presume to approach your Majesty, with Hopes that you will exert the Constitutional Power
    you possess, to subdue such of your deluded People as are now acting in open Defiance of the Laws, permit us, Gracious sire, to implore your Clemency towards those whose Eyes may be opened to a full Conviction of their Offences; and who, hereafter, when Reason and Reflection shall prevail over Passion and Prejudice, may be restored to the Allegiance which they owe to the Mother Country and their Sovereign.
    That your Majesty and your Posterity may long reign over a People, happy in enjoying those Blessings which the Accession of your Ancestors to the Throne of these Kingdoms has hitherto insured to us, is the unfeigned and ardent Wish of your Majesty's most dutiful, faithful, and devoted Subjects.
